Foreign Office to Board of Trade.

Foreign Office, February 28, 1911. WITH reference to the letter from this department of the 30th ultimo, relative to the rate of taxation levied upon cigarettes manufactured in Mukden by the British Cigarette Company, I am directed by Secretary Sir E. Grey to transmit to you herewith, for the information of the Board of Trade, a copy of a despatch since received from His Majesty's Minister at Peking reporting the action taken in the case during the past year.**

Details are given therein of the compromise arranged after much negotiation between His Majesty's consul-general at Mukden and the Chinese local authorities, to which allusion was made in Sir J. Jordan's telegram No. 16 of the 23rd January last.

As the Board are aware, the British American Tobacco Company have already been informed that, in the opinion of His Majesty's Minister, the arrangement come to by Mr. Willis should be accepted as a reasonable compromise. Sir E. Grey does not in the circumstances propose to address any further communication to the company unless again approached by them on the subject.
